Carter Moxley

Carter Moxley recently completed staffing his third legislative session in the Texas Legislature. He currently serves as the Deputy Chief of Staff for State Representative Joanne Shofner—Texas’ 11th House District. During the 89th Legislature, Moxley was Acting Chief of Staff for State Representative Mike Schofield, Chairman of the Texas House Republican Caucus Policy Committee, where the office spearheaded legislative efforts to successfully provide direct law enforcement coverage to over two million residents in unincorporated Harris County. Before his service in the 89th Legislature, Moxley was the Director of Operations for Texas Senator Kevin Sparks’ office. During this time, he played a key role in coordinating emergency management communication during the 2024 Panhandle wildfires, the largest in recorded state history.

Moxley is a graduate of the University of Texas at Austin, where he earned two bachelor’s degrees with honors. His undergraduate career was marked by participation in eleven different public policy or political strategy programs at both the state and federal level of government, including fellowships and scholar programs. Moxley has worked for various conservative policy groups and officials, including former U.S. House Speaker Kevin McCarthy’s office, the Texas Public Policy Foundation, the Fund for American Studies, U.S. Senator John Cornyn’s office, the Leadership Institute, and the Texas Conservative Coalition Research Institute.

Moxley is a member of the Phi Beta Kappa honor society and a former Society of Fellows member of the newly formed Civitas Institute at UT Austin. He is a proud Life-Member of the Texas Exes alumni association. In his personal time, Moxley enjoys outdoor adventures in the Texas Hill Country, visiting family in California, and spending time with his happy little dog, Link.
